Economic Development Strategy
Wasco County’s long-term economic resilience depends on more than a handful of large employers. It depends on strong foundational infrastructure, healthy natural resources, and a diverse mix of industries that create opportunity across the county. Reliable water, sewer, broadband, and emergency services are the bedrock of that growth. Just as important, we must protect the Columbia and Deschutes Rivers and the landscapes that define our region, recognizing that recreation, tourism, and quality of life are powerful economic assets in their own right.
The goal is simple: build an economy that is diverse, resilient, and rooted in the strengths of our people and places. To achieve this, I would prioritize strategic investment in the following sectors:
Strengthen Small Business and Downtown Vitality
Our city centers are the heart of local economic life. Supporting small businesses and entrepreneurs, paired with civic improvements and beautification, helps attract residents, visitors, and new investment. Reducing empty storefronts and helping local businesses thrive should be an ongoing county priority.
Grow Diverse Industry Clusters
We must align our efforts with the clear roadmap provided by the Economic Development Commission’s Strategic Action Plan. This includes expanding sectors where our geography and transportation accessibility position us for growth, such as tech, renewable energy, outdoor recreation, and value-added agriculture.
Invest in Value-Added Agriculture and Local Food Systems
Agriculture is a cornerstone of Wasco County’s identity. Supporting food processing, specialty crops, and farm-to-market infrastructure helps keep more economic value local and creates year-round jobs.
Expand Outdoor Recreation and Tourism
Investing in recreation infrastructure—trail systems, river access, campgrounds, and cultural tourism—supports small businesses, hospitality, and rural communities that benefit from visitor spending.
Support Clean Energy and Climate-Resilient Industries
Renewable energy, electric farm equipment, and climate-resilient technologies are growing sectors that bring high-skill jobs and long-term investment, especially when paired with strong community benefit agreements.
Economic development works best when it's grounded in local vision. The county should continue aligning its investments with the community-driven work already happening on the ground, supporting entrepreneurs, strengthening rural infrastructure, and ensuring that every community has the tools to participate in growth.
